At around 10:00 UTC (around 17:00 Vietnam, local time) on
Monday, 30 September, Typhoon Wutip made landfall over the
coastal city of Dong Hoi (population ~ 110,000) in Quang
Bình province, central Vietnam, approximately 230 mi
(370 km) south of Hanoi, as a Category 2 storm on the
Saffir-Simpson Hurricane Wind Scale (SSHWS) bringing torrential
rainfall and strong winds to the region, which has damaged
houses, uprooted trees, and caused power outages. Under the
final Joint Typhoon Warning Center (JTWC) advisory issued at
12:00 UTC on Monday, 30 September the system was located close
